National CSO fund
Already for more than 10 years CAL was striving to convince politicians to create a National CSOs fund, financed from the National state budget, because most of activities of the civil society organizations were financed by the support of other programmes from other countries, as support instruments in co-operation between EU, European economic are and Latvia.
However, there is huge financing coming from the Russia Federation, supporting the destabilization of society and strengthening propaganda of Russia in Latvia, which is against democratization and free speech and participation of citizens that are highly accepted and welcomed values of democratic states.
CAL prepared open letters, collecting a largeg number of signatures by CSO representatives, met with key politicians and succeeded, that National CSOs fund will start functioning in the year 2016.
This is a major success in the scope of Latvia and a hitherto unknown success by the organization.
To ensure that a National CSOs fund is established.
HOW THE OBJECTIVES WERE ACHIEVED
- Mobilization of the sector as a whole
- Preparation of the open calls for action of to the main political party, Government and Parliament
- Meeting with the key players, to make political decisions
Approach to the politicians. Beforehand CAL used only open consultation process but this time a very "aggressive" and targeted campaign was organized.
The basis for a long lasting National CSOs fund, to be operated and financed by the States budget, has been set.
Finding people who will openly speak up about the facts: that real participation of citizens, of organized civil society, and ensured functioning of the civil society and democracy, costs money.
Collection of the facts, and the work, delivered by the CSOs, is key. We need to measure our work and make data visible. CSOs are not unknown problem solving machines, CSOs are citizens, who are more caring than ordinary citizens, who want goods provided by the state. CSOs are social capital for the public good.
